Business Taxes Compliance Specialist:
Under general supervision of the Business Taxes Administrator I, the Business Taxes Compliance Specialist (BTCS) performs complex compliance and enforcement activities, including conducting licensing inspections, conducting administrative seizures, gaining compliance of unlicensed businesses and appearing in court proceedings for CDTFA tax programs including cigarette and tobacco, sales tax and cannabis. The BTCS also prepares appropriate inspection and seizure reports, conducts field observations, assists in identifying interrelated fraud schemes, and performs other related duties to ensure compliance with tax laws including licensing and reporting requirements.

Shall Consider Business Taxes Representative:
Under the close supervision of the Business Taxes Administrator I, the Business Taxes Representative (BTR) assists in performing compliance activities including conducting licensing inspections, assisting with administrative seizures of cigarette and tobacco products and cannabis products, and gaining compliance of unlicensed businesses. The BTR also prepares appropriate inspection documents and may contribute to seizure reports, conducts field observations, assists in identifying interrelated fraud schemes, and performs other related duties to ensure compliance with tax laws including the licensing and reporting requirements.

The Business Taxes Compliance Specialist and the Business Taxes Representative position is designated as a mobile worker position and will require an incumbent to spend the majority of their time (fifty percent or more) working at various locations other than their home or office in a single day (CMAP 1014).

Under Government Code 14200, this position may be eligible for partial telework for eligible candidates residing in California. All telework/hybrid schedules require staff to report to the office a minimum number of days per week. Schedules are subject to change.

Currently, per the California Budget Act of 2025, all California Department of Tax and Fee Administration salaries are subject to the provisions of the State of California’s Personal Leave Program.

Working Conditions

  • May work in a high-rise building.

  • Position requires employee to be fingerprinted and successfully pass a background investigation.
  • Travel to and work at assigned field sites, at least fifty percent (50%) of the time, which may include evenings, weekends, and/or overnight travel in various locations statewide. To perform the essential duties of the position within the Tax Investigations & Inspections Bureau, staff must complete and pass PC 832 training. Successful completion of PC 832: Arrest, Search, & Seizure, will be required prior to the conclusion of the probationary period and appointment into the Business Taxes Representative classification. Those who are unsuccessful or unable to complete the necessary training within the probationary period will not receive appointment into the position. Limited Peace Officer status is required. As such, persons convicted of a felony are disqualified from employment and may not be appointed to positions within the Tax Investigations & Inspections Bureau. Pursuant to Government Code Section 1031(a), to be a peace officer, a person must either be a citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship.
  • Education: For classifications where the Minimum Qualifications (MQs) are based on meeting education requirements only: If education is required to meet the MQs please attach a copy of all of your transcripts that show the completion of the required education. Applicants who completed their education outside the United States (with foreign degrees/transcripts) must obtain and submit verification of United States course/degree equivalency by the time of appointment. Eligibility for Promotional Exams

In addition to meeting the Minimum Qualifications for the BUSINESS TAXES COMPLIANCE SPECIALIST, competition is limited to individuals who meet at least one of the following promotional examination criteria:

  • Have a permanent civil service appointment with CDTFA, or
  • Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
  • Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
  • Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application.
